The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are issued from different nations. Significant resources is devoted on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats flew past – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes sober acceptance: perhaps the approaching threat won't hit its mark this time, protecting urban areas from devastation and another blackout.

Persistent Threats

Following this, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This pattern will, undoubtedly, persist.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until conditions improve in its advantage.

Present Conditions

Factually, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
